My opinion
If My house and town burned while I don't there, I would search another area where can easy to raise anything. But they don't do such things. Why? I think about why they lives their home town. They thought that land would restoration, And there are reviving. they would be glad. It's a desirable thing.

I cannot understand your idea, searching for another places. I think they do not have such money and energy.
